Non-Personal Data

Overview

AI systems, including large language models, rely on non-personal data - such as industrial and scientific information - to drive innovation and optimize performance across sectors. Unlocking new sources of non-personal data can differentiate AI solutions while ensuring compliance. Strategic governance requires clear data ownership, fair access, and effective cross-border sharing. Regulations are constantly evolving through initiatives such as the European Data Union Strategy and the Digital Omnibus. The European Data Strategy aims to increase the availability of data for AI development, harmonize EU data rules and strengthen the EU’s position in the global landscape of data flows. The Commission's Digital Omnibus proposal contains specific legislative recommendations.
